Hi – We are wanting to put a privacy fence up, in replace of the traditional 2 and 3 rail fence, and the HOA rejected our request. Other neighbors have privacy fences, but inside 40 feet from the house + 10 feet setback. The rules say it must be 30 feet + 10 feet setback.

I can see one neighbor has a 3 rail fence that is against the front of the property, which is breaking the rules. I can also see structures that are breaking the rules (need to be 25 feet from property lines, and not all of them are).
