Colorado law allows HOAs to adopt reasonable rules regarding the placement and manner of display of the American flag, including the location and size of flags and flagpoles. An HOA cannot, however, completely bar the display of the American flag. Whether an HOA's rule is "reasonable" or not, is a complicated issue that you may wish to discuss with an attorney before installing an in-ground flag pole.
