It sounds like a difficult situation. For criminal charges, you will need to contact the police to report the incident. Only the government can prosecute and charge people with crimes. As it concerns civil liability, you could sue the perpetrator for various claims including civil assault and battery, and depending on the conduct intentional infliction of emotional distress.
Under a theory of civil battery you must prove that the (1) perpetrator intended to cause an offensive or harmful contact with you, (2) the defendant did in fact place you in apprehension of immediate physical contact; and (3) that contact was harmful or offensive, which is based on what the jury reasonable believes is harmful or offensive.
The apartment complex and the property manager may also be liable.
