I bought this condo in July 2020 and live here with two well behaved dogs. I am a single individual and work full time from home. The neighbors on one side are to the point of making me feel terrorized. They pound on the wall for any sound. Yesterday I turned on my coffee machine and he pounded so hard it knocked stuff off the wall. I finally went next door and asked him what the deal was and he said he heard a low hum every morning and then gave a schedule of when my dogs bark and was just plain mean. It was to the point I started crying and left. The HOA has a manager and he is really quite ineffective and when I said I'd like to file a formal complaint, his response was that he would forward it to the board. In the meantime the other neighbors contacted the previous owner and asked if they had the same issues and they said it was awful and that they filed a complaint with the same manager, but don't feel anything was every forwarded as the angry neighbor is on the HOA board. They also informed me that after they moved they had renters and they neighbors complained about their music and supposedly they didn't even have a stereo. I'm to the point that I'm leaving next month as no one should have to live this way, its not fair What's my next step?
