I moved into a new neighborhood last June and my neighbor decided to build a fence separating our properties. I did not want him to do this but couldn’t prevent him. Now he’s moving out and handed me a bill for not only the cost of materials for the fence but for his tools as well. I have not built off of his fence and never agreed to split costs. Am I legally obligated to pay him?

Not likely. If the neighbor decided to build this fence and you did not agree to split the cost it is unlikely that a court would hold you responsible for half of the cost.
